Town of Victor Subdivision Review Procedure for VHT

  1. The VHT Chairman or a designee shall pick up the proposed subdivision project packet at the Victor Town Hall, VHT mail slot. The mail slot should be checked at least once a week.

  2. The Chairman scans the “pink sheet” and property map and sends them to the VHT board of directors.

  3. The members determine if a meeting is necessary. If not, skip to #10.

  4. If a meeting is requested, a sub-committee consisting of the VHT Chairman, Trail Master, Trail Boss and any interested board members meet at a day, time and place that is mutually agreeable. A site walk of the property may be needed to determine the best route for a trail. Only the Victor Town Planning Board or the Victor Town Conservation may request a site walk of the property.

  5. The Sub-committee follows the VHT Project Review Checklist and determines if a trail should be requested on the property. If not, skip to #9.

  6. If a trail should be requested, a proposed route should be shown on a map of the property taking into consideration access to the trail, wetlands, steep slopes, wooded areas, conservation easements, historic points of interest on the property, connections to adjoining properties, nearby parks, trails and points of interest, future trails in the area, possible parking area, and scenic views.

  7. The VHT chairman shall send a copy of the checklist, map and additional comments to the remaining VHT board members for a final review.

  8. The final review and comments shall be sent to the Town of Victor Director of Parks and Recreation to be passed on to the Victor Town Planning Board. If the property and trail are located in the Village of Victor, a copy of the checklist, map and comments should be sent to the Victor Village Planning Board.

  9. If it is determined that a trail on the property is not desired, the VHT Chairman shall send a copy of the checklist to the Town of Victor Director of Parks and Recreation and all VHT board members, stating that a trail is not requested by the VHT board of directors.

  10. If a meeting is not required, the VHT chairman fills out the Subdivision Review Checklist and sends it to the VHT board members and the Town of Victor Director of Parks and Recreation, stating that a trail is not requested by VHT.

  11. A copy of the checklist with comments should be posted on the VHT website.

  12. The VHT Trail Master will keep the original checklist and comments until the project is completed.
